A while back I read some Help sections on VIMEOs web pages
to find out why every time I try to watch a video made by
someone who posts their video at VIMEO I see a Black Screen
with a message on it saying the computer I'm using can't
watch the video.
I use a 32-bit Windows XP SP3 pc with 3 GB RAM.
I allow VIMEO options that NoScript shows in it's drop down
box.
Besides telling me to get a Modern Day Computer, what do I
need to do? Thanks!

I get that sometimes with another VirtualBox PC running an old FF. I think it's a mismatch with their presentation, between html5/flash capabilities of FF. No great dramas...
I generally copy the video title (highlight + [Ctrl]-C) and go to something I know will work, e.g. EwwToob (YT) and paste that title in
the search box. Even if that exact video isn't posted there as well,
it will find close matches for you. Oh, and I rarely sit there & watch videos on-line (unless they're only about 1-2 mins); I usually dowmload them, copy 'em to a USB and then watch 'em later on my HD TV.
OTOH, if I don't get anything remotely close (on YT) then the video probably wasn't worth watching in the first place. :)
