limited account I watched a blue screen saying "loading your
settings" for ten or twelve minutes.
After turning on the Router I will wait ten minutes for it and the
DSL Modem to finish their handshaking and then I press the power
I wait this long for the Router/DSL Modem before turning on the
computer because in the past if I hadn't waited - when the Limited
Account desktop shows up, the LAN icon in the Tray will show "not connected".

It was a bit difficult to give you a structured reply to the above, so I'll just give you the start-up timings for the Win10 machine:
First I switch on the "router" or modem, then the screen and finally
the computer. All as fast as my finger moves from one to another
switch.

After 7 - 8 seconds the first Windows screen appears, which is

That's it.

Yeah, as I said previously, you missed the train, while Win10 was a
free upgrade to machines with Win7 or later. I couldn't resist the fre offer, so I bought a second hand Win7 machine and got it upgraded to Win10.
That was after my first experience of Win10pro in the laptop I received for XMAS from my GS.
NOTE: I have a HD/BIOS password set on all my machines. Nobody carring away any of my machines will have any use of what's in them, since the pwrd protects both the HD and BIOS.

Doesn't help, since the password is written both to a sector on the HD,
as well as in the BIOS.

According to information I have, you do have the Acronis backup
program. Why not use it to take a full backup, an image, every once in
a while when the machine works as it should, make an update to the
image.
With this XP pc when it shuts off it saves My "personal settings"
even when the OS has really messed something up.
Then, when the machine misbehaves, use the Acronis Startup Recovery to
set the machine back to a working point. An update to the image is
fast.

With the aid of Acronis, you can yourself save those "personal
settings"

There exists a setting where you can disable anything the machine would like to send to M$, or anything M$ would like to know. Use it!

Nothing beats what you yourself choose in the settings.
There are also settings in ZoneAlarm to inform you if the machine wants
to send out something somewhere, or if some(body) wants to connect to
your machine.
ZoneAlarm is a much better Firewall (free), and the Pro version also contains an antivirus program but is not free.
I use AVG (free) and ZoneAlarm (free) to protect the Windows machines.

AFAIR the .INI file didn't show what caused problems. OTOH I don't
recall any specific problems with 3.1 or WFWG 3.11.
If ever I wanted to Restore this pc to that first Backup,

You should absolutely make an image or clone when the machine works as
it should.

Well, if you use that, you'll have to re-install all programs you have added to the machine since you made that Restore DVD.

it does stay in the REP... the BBS may adjust them to the upload time, though... some do, some don't...

I have an old computer magazine that shows its cover. At the bottom is
a header that says: "Hasta la Vista!! How you change back to Windows
XP".

That is what this XP computer had me to do when I started using it.
But it wasn't a USB stick it wanted it made on CD's or DVD's.
The last Incremental backup contains all shanges you have made since
the first backup.
I was thinking each Incremental backup only has the changes made
since the last Full Backup or the last Incremental backup it made,
As I wrote earlier, I only made a Incremental backup one time and
went back to doing Full Backups after I tried the Incremental
method.
